5 psi is a high pressure if it is propelling a manhole cover towards a person...

3 psi can knock over a 9in brick wall...

In early 19th Century condensing steam engine practice, anything >0psig was labelled "high pressure steam".

It depends upon who "we" are, really.

Are "WE" talking about the weather or rocket fuel design? What is the normal pressure-above is high - below is low? What are you asking?

That's a balloon.

There must be something on the vessel - what is in it, at what temperature and pressure, and what's it for? What does the manufacturer's plate on the vessel say about it? What is it made of - rubber, carbon steel, titanium, concrete?

Hi

we are using pressure vessels for oxygen and Nitrogen gas service,high pressure vessel consider above 6.5 bar,

High pressure is above 1 atm - low pressure is below 1 atm.
