Underground Water Tank Construction

What methods and materials would do best if one was to build a long lasting but cost effective underground water tank(40,000 litres) on a hill?

I agree. Simple: form, re-bar, pour it construction.

We built one for my sister in Missouri 47 yeras ago that is still servicable today.

Glass-reinforced polyester? Just make sure the tank is well-covered lest it should attempt to float when it rains. One wouldn't want that rumbling down the hill causing chaos.
