Which is the minimal insulation resistance for a medium voltage cable 15KV according to IEEE P400.1?

This sounds like something that you really should pay the IEEE to download the P400.1 standard. If you don't then you will never really know if anything else you hear will be accurate. It certainly won't be authorized information you will be getting here or anywhere other than the IEEE. Knowing a critical value from any standard requires having an authorized copy of the standard so that you can say something does or does not meet this standard.

Now if you bring us a quote from the IEEE standard that you don't understand, somebody here will be glad to translate it.

Ok, if you won't take a polite hint. As a dues paying member of the IEEE you will not get any help from me. I may report CR4 to the IEEE for copyright infringement if anyone copies copyrighted information to answer your question.
