Functioning of TV Yoke

How can the yoke retain power, if the power is turned off?

Not in the yoke. It's mainly a set of electromagnetic coils used for deflecting the electron beam, so maybe some inductance. BUT, there is a lot of capacitance in the CRT itself, so you can get a nasty shock if you touch the anode cap even if the TV is off. This capacitance will very slowly drain away, unless you touch it.

Actually the yoke shouldn't retain much power. When a TV is turned off, the filament in the CRT remains on to keep it warm, allowing rapid start. Maybe some TVs will keep part of the high voltage circuit powered, also to permit rapid start.

Yes it is a set of electromagnets so when power is switched of a reverse power flow will result by induction but this power dies with time
