What does it take to get a product ADR/GGVS compliant?

In Oz we have Australian Design Rules which cover just about every road registered vehicle on Oz's roads.

A vehicle must be made compliant in order for it to be presented for registration irrespective of the state in which the vehicle will operate.

In this context ADR does not stand for Australian Design Rules

1957 UN Treaty about the Transportation of Hazardous Good GGVS is the German version -

GVSDE, GGVS (Gefahrgutverordnung Strasse)
German regulation for the transportation of dangerous goods on road.
