your question is too vague... are you asking about the mechanical, hydraulic, pneumatic aspects, or the electric actuators, sensors, electronic circuit boards, power supplies, or software systems?

One can write a control program for a robot in virtually any traditional language (c, basic, Forth, etc.), although it may be a challenge with more modern object-oriented languages. You most likely want to use a compiled language rather than an interpreted language because of speed of response. If you are primarily interested in learning the basics of control systems, I would suggest starting with something like Arduino. There are many sites on the web of hobbyists using this to control simple robots...
