The Process of Applying to Foreign Universities

how can i start to ask a university to accept me for continuing my education there?

how can i know foreign universities (america, england, canada & australia ) rules more, to verify them & decide where i wanna 2 go?

You may contact the foreign embassies in your country or go through websites of universities and colleges in other countries to get prospectus of various universities. Once you select a course of study you should verify whether you are qualified to apply and whether your purse will suit that course. If your financial situation doesn't permit try some scholarships.
