I have no idea what the situation is like in the middle east but I have had some experience with workers moving around north America. Consult immigration laws, many countries do not look kindly on foreign workers coming in to do work that could and/or should be done by locals. Your word that you couldn't find locals will not appease the immigration official. You may require a work permit.

i think that u should send the list of skill work force with rate & asking to your friend about work permit for to mobilze the forece & clarified with party about facilty providing to work force at the work place , residance , food etc.Also u have to clarified about work force responsibilty , medical facility, insurance etc , so many matters must be clarified before mobilisation of work force,
