Boiler Feed Pump Abnormal Sccop/Speed variation

while raising station load up to 362 MW, it was observed that Scoop set point of BFP # 1 has reached up to 100 % at station total load 362 MW. At that time IP FCV (IP Drum level) control valve command was 63.5% & was responsible input for scoop control in DCS (i.e. IP FCV control valve command output selected on MAX function block as MAX value of main CV as set value in DCS.) Above IP FCV (100 % Bypass) was put on Manual & it was observed that the Scoop set point has reduced up to 79 % at the same 362 MW & remain unchanged but I/P Drum level was falling gradually. Thereafter, again above IP FCV was put on AUTO mode and found that the scoop started raising & reached up to 100 % at same load i.e. 362 MW.

Moreover, we have the same problem of remaining high scoop set point with second IP FCV(100 % Main) in service.

There are total 2X100 % FCV and 1X30% FCV.

IP FCV valves feedbacks are not equal to command output. You are requested to guide for the above problem i.e. scoop set point remains 100 % as earlier it never reached up to 100% even at more than 370MW station load.
