Making Oil Eucalyptus Water Soluble

Oil Eucalyptus is generally insoluble in water (actually very slightly soluble). I would like to make it water soluble. Can anyone help me in doing so? I saw this type of product few years ago in a local market which is not available now.

Add some unscented emulsifier.

I tried with SLS (Sodium Lauryl Sulphate), CMC (Carboxy Methyl Cellulose), Glycerol, but failed in every cases. Would you please suggest further? Thanks. Anwar.

Here is some pertinent information on surfactants/emulsifiers.

I believe this can also be achieved through distillation process of raw eucalyptus and water without adding chemicals.

That's one GA you got there. I have to give you credit. I came to think of it, but never mention.

I remember a movie about making perfume, I can't recall the title, it's somewhere in France. The most irresistible scent is from a virgin woman, the perfume maker was somewhat obsessed in making his perfume from them. Ending up killing the virgins, without even making sex-what a loser well, it just a story. anyway.
