Can anyone suggest thumb rule in deciding maximum allowable casing pressure in reciprocating pumps???

No. It depends heavily on the specific manufacturer.

Absolutely correct. No rule of thumb, look at the specific datasheet for the specific pump information.

This can not be decided by any thumb rule but it is one of the important design parameter which manufacturer will follow. Casings are subjected to 1.5 times design pressure for the static hydro test but maximum allowable pressure should be less then design pressure for safe operation as this pressure will be dynamic.
