"Blackstart" refers to generators (or other equipment) that can be started without other sources of power already running in the facility.

Just like Tornado said, the blackstart like it's name sounds is for powering facilities from the scratch. Everywhere is black (when there is no power - darkness) and it has it's own fuel for power generation, maybe diesel. In my thinking I suppose through this black start generator, generators built specifically for the facilities powered by turbines for example can then be given initial excitation. Please get some more info from wikipedia Black Start

The emergency generators at the Japanese nuclear plant were designed to be black start.

I am sure that the phrase is being redefined as we speak.
