Allowable stress for flare/vent stack

What is the formula to calculate allowable stress for flare/vent stack under combined loading using AISC? Can anyone provide me with a reference?

I would try to approach this from the other direction: Determine the stresses (wind, seismic, self-support) that must be resisted, and then design the stack (and possible guy wires) accordingly.

The calculated stress has to be compared with the allowable stress at a point. How do I determine the allowable stress?
