Welding Process and Respective PWHT

If I'm welding WCB material with CA15 material by GMAW, in that case is PWHT required or not?

If I'm welding Wavelength Converter Bank material with Canada15 material by Gas Metal Arc Welding, in that case is Public Works, Highway and Transportation required or not?

If you're going to use acronyms please give them a definition. Only one didn't have an alternative meaning. I'm not a welder but I take an interest in most subjects. It helps to know without having to look them up what things mean.

You have to give more parameters, like thickness of sections, diameters etc to decide about PWHT.

In fact all these things are covered in the welding procedure specifications (WPS), which you should have got quilified and approved before proceeding to the welding part.
