Haven't heard them called that before. Do they mean incoming and outgoing switch ways or circuits?

one panel written by manufacturer as sending end & another as receiving end. something related to pilot wire protection. as compare to receiving & sending end , there are universal panels which cab used as either sending or receiving

Oh, you are talking about pilot wire protection. This is a scheme where the protective relays at each end of a trnsmission line have a communications medium between them (sometimes carrier frequency on the transmission line, sometimes another means such as dedicated telephone, microwave radio, or fiber optic). The communication allows the relays to either speed up tripping or delay / block tripping based on the signal from the other end, depending on the protection scheme being used.

So obviously the sending panel is the transmitting end of the communications scheme, and the receiving panel is the receiving end. However, many times the communications is bidirectional, so both ends send and receive.
