What is the exact starting amperage of the motor according to the running amperage?

Nominally 5 times, though the only way to be exact is to take the terminal resistance measurement and divide it into the supply voltage.

This is a dynamic or moving state, depending on the motor mechanical load. On no load it is only there for a fraction of a second, data sheet show a sharp peak which immediately falls to the FLC over a second or two. From an engineers point of view an important consideration is how long this high current lasts, if the motor is starting with a heavy load.

"Exact" is a term of precision that does not lend itself to the vagaries of motor design and manufacture. It depends...

Yeah, as most of the gurus said, moreover, I would like to add that the exact starting current amperage of the motor will depens on what is the motor you are using and also will depend on the starting method.

NEMA motors have a code letter on the nameplate that gives the starting current as a multiple of the full load current. (Each letter represents a fairly narrow range.)

It is for across the line or DOL starting.For other methods of starting it will be less.
