Power frequency withstand voltage is the root mean square (r.m.s.) value of sinusoidal power frequency (50 or 60Hz) voltage that the equipment can withstand during tests made under under dry or wet conditions and for a specified time.

Power frequency tests are done to test insulation levels of electrical cables/switch gears/transformers/motors etc. during manufacturing.
