What field of EnvE are you looking at? Hazwaste, Solid Waste or Wastewater? In California, you will need a license as a Civil Engineer to practice any design work, or work for a Civil Engineer. EnvE is not separately licensed from Civil Engineering, though you can take the EnvE specialty exam for the national portion (You will still need to take the State Seismic and Surveying Exams, which are much more involved than the NCEES exam). I am not really sure what you mean by well settled? I am assuming you will be here on a Student Visa, so your living conditions will be dependant on where you choose to go to school. Many companies will not hire foriegn nationals who are going to school full time and pay a professional pay scale, so you should not expect high wages. You might work for an international company that has local US offices, that way when your student VISA expires and you begin professional work you can transition into a professional position at home representing the company, until you are capable of moving on to other prospects. I know there are some large international companies interested in Wastewater and Water Treatment in India, as a market.
