Steel Templates?

When we install equipments like a storage tank on to the concrete foundation, one normally uses a steel template. Could anyone please explain what is the function of the template, e.g. steel template? What would be wrong if we do not use it and why we should have this template?

A template is noting but a pattern. In your case on how to install some equipment. In why it steel. Maybe so it doesn't wear out so readily. On whether you can discard it's use we would need more specific information on what being done. They didn't go through the trouble of producing the template for no reason at all.

No, one doesn't.

One normally locates the equipment onto anchor bolts which have been installed in a concrete pour for the slab, the location, size, and embed depth of which are taken from Engineered drawings for the system.

There is a fair chance that such bolts will be located by using a template, which may be as simple as a sheet of plywood.

If drilling holes in concrete foundations after placement, a template will help keep the bit from drifting off location.
