From specifications of ASTM A403, the related reference standards of MSS are located at Para. 2.3 MSS Standards:

MSS SP-25 Standard Marking System for Valves, Fittings, Flanges, and Unions

MSS SP-43 Standard Practice for Light Weight Stainless Steel Butt-Welding Fittings

MSS SP-79 Socket-Welding Reducer Inserts

MSS SP-95 Swage(d) Nipples and Bull Plugs

Notes:

1. I have a copy of both MSS SP-25 and MSS SP-95, and I guess that the ovality tolerances of elbows shall be located at MSS SP-43.

2. I got a copy of MSS SP-43, 5 min. ago, and found another type of elbows tolerances not including ovality with max. NPS 24 only.

This large size of elbows NPS 84 may be produced by fabrication at a mill/workshop, therefore -at least- we can apply the tolerances used in design and fabrication of pressure vessels -unless there is a certain code denotes for that tolerances used for elbows- as per ASME BPVC, Section VIII, Div. 1, Para. UG-80 "Permissible Out-of-Roundness for Cylindrical, Conical, and Spherical Shells":

a. At any cross section (including head-to-shell junctions): Dmax. - Dmin. ≤ 1 % D

b. When the cross section passes through an opening: Dmax. - Dmin. ≤ 2 % D

Where Dmax. = Max. inside diameter of shell,

Dmin. = Min. inside diameter of shell, and

D = Shell nominal diameter at the cross section under consideration
