Have you done anything to search for information available on the web, or is this your first stop?

Back in olden times, one would have had to resort to reading books to gather such information.

Can you tell us if you have done any research on the topic yourself? If yes, what?

There are small hydraulic pumps, either manual or motorized, that can produce 3000 to 5000 psi, and maybe more. With an accurate pressure gauge, you can multiply by the internal area of a hydraulic cylinder (such as an inexpensive "bottle jack") to determine the force produced. Your test bench could then consist of various clamps, pins, and jigs to hold the wheel in suitable positions so that you can press on it with your pump/cylinder rig. You can measure deflections of the wheel as forces are applied from different angles, up to the point where the wheel yields or even breaks.

Hope you've got plenty of alloys, for any true measurements you should be using a new and identical wheel for each test.
