Saturation is a phenomenon observed in Ferromagnetic materials like steel, iron and their alloys. Actually, ferromagnetic materials are composed of very small magnetic dipoles arranged randomly. When Magnetic field external applied to such material, magnetic dipoles try to align in parallel to the external magnetic field.

So, when all the magnetic dipoles get aligned parallel to the external magnetic field, then this state is called saturation of that ferromagnetic material because, if external magnetic field is continued, this will not affect the magnetic dipoles since all are already aligned parallel to the magnetic field.

It is property of material. Different materials have different levels of saturation.
