Governor is the speed control device for a prime mover. The function of the governor is to keep the speed of the prime mover (turbine, engine etc.) constant at the set value by controlling the input of the fuel (for gas turbine or engine) or steam (for steam turbine). The governor has a feedback from the speed (frequency), and based on the prime mover's actual speed and the set value, it increases or decreases the fuel or steam. Governor is used for any type prime mover which requires speed control. Governor could be mechanical or electronic. For a generator set, the governor eventually controls the generated power of the generator by controlling the speed of the prime mover.

If the term is "hunt" then several things can cause the governor output to hunt. The most common reason for hunting is excessive gain in the controller (governor). Hysteresis in the valve control system can also cause the governor to hunt.

Turbine is a small state in Lower Dumbassistan, the Governor is the titular head of that state. Every Governor for the past 300 years has been assassinated in a bloodless coupe, and their spirits continue to haunt the Governors Mansion. It's a crowded place and not much gets done because of all the wailing from the ghosts, which makes it exactly the same as every other government office around the world.
