Some websites show a semantic difference ... 'ELCB' could include a voltage-operated device to sense earth leakage (which was not always a reliable method) and so, 'RCCB' came into being to assure users that the device is indeed current-operated..

Of course, the answer to the OP is yes, as already given by two gurus...
