Voltage drop in tariff metering circuit

For commercial tariff metering, the maximum allowable voltage drop for VT secondary circuit to energy meter is 0.2% of VT rated secondary voltage. Could anyone tell me whether this requirement come from any IEC standard or IEEE standard.
