Need of Tendem Isolator

In our 220KV substation bus configuration is Two main bus and transfer bus with bus sectionalizer, Transfer bus isolator is Tendem type. I want to know the need of that isolator instead of normal one? and why it is called tendem?

"Tandem" might be a better search term.
