BCU is called Bay controller unit.This device is used in Substation for controlling Circuit breaker, isolator , relay from local and also from remote(SCADA) end.

I'd suggest that a BCU could be implemented with a PLC, but a BCU is not necessarily a PLC. Do you see the distinction?

A PLC only becomes a BCU when connected to all the other components in the correct configuration, and when correctly programmed. A PLC could also be an LCU (lighting control unit), a TCU (temperature control unit), or any number of other "CU"s.
