How can I design a program that will be able to convert delta to star and star to delta using matlab.

What do you mean by "converting"?

Some motors can be wired/rewired in either way.

I'm surprised wye-delta transforms are not supplied functions in Matlab.

Study and learn this.

Then it will be fairly easy for you to set up the transforms in Matlab.
