A 53 Gr.A and API5L Gr.A Material

Is it permissible to use A53 Gr.A 1" dia. pipe at fire water service pump where the original specification calls for API 5L Gr. A.

Only if it has been agreed by the originator of the specification, otherwise that individual may veto the suggestion, which may involve re-work.

See table 4 and table 5/6/7 of ANSI/API specification 5L (2007) PSL1/Psl2.

Yes, is the same material..
