The only way you can have any credence as being a calibration lab will be to have a certification back to one of the international reference laboratories. Here in the US that group is the National Institute of Standards and Technology. Now you will also have to have employees that know how to use the calibrated test equipment. At least one of your employees must be a formally trained and credential (diploma) engineer in the field that your meter calibration will measure. This engineer will certify the methodology used in your lab and that the technical staff are properly implementing this method. It is the combination of certified instrumentation and qualified staff that grants anyone the authority to say any metering instrument is in or out of calibration.

I'm certain that there are several members here at CR4 that do this or have done this for their career. Maybe someone here will help you to start a calibration lab. You should expect a fee for their services.

Doing a run through the API Manual of Petroleum Measurement Standards may also provide some help.

Good luck!
