DM - demineralisation plant?

hcl - hydrochloric acid?

naoh - sodium hydroxide?

ETP - effluent transfer pit?

If so then no, there isn't any need to stop this reaction.

No. Then again, why do you want to stop the reaction?

If you put both streams in the ETP there's no way to stop them reacting. These are waste streams from regen of the resin, containing excess acid and caustic. Usually it's better to mix them and let them neutralise each other, as this reduces the quantity of chemical needed to bring the pH close to 7 for discharge. If you have a use for what's left of the acid and caustic you could keep the streams separate, but they will contain other salts from the regen.

Well said. The more neutral the effluent, the better.
