Can Grounding Grid Conductor 120 sqmm be Used as a Service Conductor

Please advise us for a District cooling plant we have a grounding grid of 120 sqmm pvc insulated copper conductor of mesh 5 meterx 5 meter and 70 sqmm grounding riser to ground the equipments like switchgear, transformers, generators, pumps cable tray and panels. the separate service grounding conductor required or no for motors, ATS and 6.6 kv MCC feeder cables, or grounding grid conductor is sufficient to use as a service grounding.

Hire a qualified Electrical Engineer locally to assess it.

PVC insulated copper conductor mesh??? I thought the goal was to have as much contact as possible with the "ground" by using bare copper....
