What will the effect when a 12 Kv VCB is used on 11 kv line .Assume that the other criteria (such as Max breaking, making current..etc )are matching.

As 12Kv is higher than 11 Kv, so there will not be any issue of insulation failure due to extra voltage and If the other ratings are same such as ampere ratings and KA ratings then it can be used.

In fact, all 11kV VCBs are rated for 12kV only. 11kV is called its Nominal System Voltage and 12kV, the highest system voltage. So, inherently a 11kV VCB is deisgned to perform at 12kV also and vice versa.
