One cannot. One can only calibrate the thing for pressure against a dead-weight tester.

Usually sensors or transmitters do come calibrated by the factory. Depending on what for a fluid you measure and which is the flow magnitude it is possible to calibrate it "in house" but the process is complex. Any way it is possible ONLY for small flows.
