What is the best possible way to determine the voltage level to be applied for a 20KV power cable during Hi Pot test?

Look it up in the manufacturer's tables that were used to select the cable in the first place.

No, no, no. You're supposed to take six rolls of an eight sided die and multiply all six values together. This random mathematics will tell you the voltage your supposed to use in your high pot test of the cable. Then roll two ten sided dice simultaneously. If you get the same digit on both dice, this invalidates your previous rolls. Start over. This procedure will completely remove any repeatability of your results with the manufacturer, but it will keep you occupied for a fairly long time.
