Problem in One of Ethylene Cracker

I face a problem in one of the furnace in my plant. we have 10 furnace the last one in the feed header had a problem with high TLE temperature even after TLE cleaning.

I try to solve this issue since long time but i didn't success.

I need a help. What is the possible causes for this problem?

Whay cannot the TLE be turned to a lower temperature?

Increasing air rate to ensure good de-coking

made several TLE cleaning and inspect the tube after cleaning

made air blowing inside coils to ensure that there is no big particle inside
