What should be the O/C, E/F,Inst. OC/ , Inst E/F relay setting value on LT and HT side of transformer Breaker.

The question is very sketchy in absence of any data of the Transformer.If you want to know the principles, better refer some standard text books.

Depends upon transformer ratings, sysrem fault levels and discrimination requirements.
