In your title you have the word "astat" which is a trade name for a solid state soft starter from GE. Is that what you have? If so, totally inappropriate for a hoist. The reduced torque will allow free fall, the reduced voltage messes with the brake

astat is the cycloconverter product of ABB, it used for hoist motion.there is freefall that happens once or twice a week.i checked everything but unable to find the problem
If a hoist (lifting equipment) is behaving in freefall then there is a fault. Do not use it until the fault has been rectified and the repairs inspected as satisfactory by the Engineer/Surveyor for the company that is supplying lifting equipment failure indemnity insurance cover at the facility.
