Conductivity of the steels is not the issue. Corrosion resistance is more significant. As stainless steel has a far better corrosion resistance than carbon steel under everyday conditions it would seem appropriate to use the stainless steel rod, were a copper or copper-coated rod not available, and weigh the carbon steel rod in for scrap.

If one refers to the formulae given in the Standards for calculating the resistance to earth of various types of Earth Electrodes like Plate Electrode or Pipe Electrode or Strip Electrode, only the resistivity of the soil and the physical dimensions of the electrode play a major role in determining the electrode resistance to earth. The material resistivity is not considered anywhere in the formulae. Hence, irrespective of the material of construction of the earth electrode, any material of given dimensions would offer the same resistance to earth.
