The heater should be located near the bottom, on whichever side has more space below any heat-sensitive components. The thermostat sensor should also be near the bottom, but at the opposite side from the heater. This configuration will induce a convection loop of warmer air rising from the heater, falling down on the other side, and then passing across the sensor.

3 best possibilities.

1-> heater bottom, thermostat top

Reason: heater at the bottom to heat the cool air located at the bottom of the enclosure & thermostat at the top to monitor the temperature as by natural convection hot air will move vertically.

2-> heater bottom, thermostat bottom (opposite sides)

Reason:heater at the bottom to heat the cool air located at the bottom &thermostat at the bottom so that it is shielded from radiated heat & also it will monitor the lower end of the panel

3-> heater bottom, thermostat top (opposite sides)

Reason: Same as 1

also take care that there are no tripping devices (MCB, MCCB) nearby the heater. it may cause unnecessary tripping due to the external heat.
