The original inside circumference of the heat shrink sleeve must be larger than the perimeter of the bus bar; when divided by the shrinkage factor, the inside circumference of the sleeve must be less than the perimeter of the bus bar. Select accordingly.

Depending on the application and voltage, mastic tape may be a better option.

For example - 3M mastic tape suitable for high voltage busbars

What matters is the thermal conductivity as well as non halogen materials. Use Raychem heat shrink tape if busbar cannot be opened. Otherwise the heat shrink sleeves can be used. Please refer Raychem selection and installation guide for Raysulate materials available at TE connectivity website
