If the yellow paint is scratched off where the "ground rod" touches it, this scheme might have a chance (depending where the railing pipes go).

Two scary things come to mind...

1) Some clown either got paid to do this or made a buck off of doing it.

2) Some unsuspecting worker who does not know any better (yes... I know, unlikely, but possible) may thing this pile of ?? may be safe to use.

The stuff in the bucket looks a bit dry to me, maybe it would have been better if he'd added some water.

The safety inspector has determined that the only thing wrong is that there is NOT a yellow safety cone on the bucket side of this contraption.

Pretty funny...Rube-Goldberg Ground. Actually, if the rod leaned against (touched) that metal railing or used a metal bucket, it might lower the resistance to an acceptable level, at least for an "equipment-ground". If that generator has a neutral and if that neutral isn't switched by a transfer switch, the neutral-ground is "preserved" bt a solid connection all the way back to the existing servvice neutral-ground. Under this condition, the pictured ground isn't even required, and would be used only as an "equipment-or safety" ground.

I like one where a buried car was used as a ground.
