24 VDC Low Insulation Effect

Hi. What is the affect of low insulation (only 1 phase) on insulated distribution system? It will not trip but low insulation alarm will trigger. Will it affect another system such as current loop… how?

It seems that a conventional ground fault detection method would work for this.
