Due allowance needs to be made for the pressure difference between that at sea level and that at absolute vacuum in the rating of the valves. For example, if the line is pressurised at 10barg max, and the surround is 0bara, then the pressure difference that the system "sees" is 11bar or thereabouts.

If the valves are located in a vacuum, then how do they get operated? Why is there a need to put the valves in a vacuum at all? How does anyone gain access to maintain the valve?

How much vacuum? Vacuum service valves are specialised ones but if your vacuum is just a few torrs below the ambient you can use normal specs for valve.
