The directional, non-directional terminology, deals with the location of the over-current protection, not specifically the type of current...

Directional OC relay is used in ring circuit,eg-in connecting several substations in a ring for distribution purposes.

Assuming that the OP is referring to a protective relaying question: Both relays monitor the current level; however, the non-directional doesn't care about the direction of current flow relative to the CT polarity markings whereas the directional will only close contacts for one direction, overcurrent in the other direction needs to taken care by another part of the overall protection scheme. Directional relays are usually used in some form of blocking or selective tripping arrangement.
