British Standard 5839 comes to mind.

Do turn off Caps Lock, there's a dear.

The answer to this is going to depend upon the building code in force where this project is being done. Usually a mezzanine will be considered a floor if its area is over some threshold relative to the size of the area under it. Check the building code in force.

It is better to consider each floor or each area as a separate zone.
