Does the 22kV line need a neutral?

Sounds like homework to me. I really can't imagine a qualified engineer on such a project having to ask the question.

Because, the power is exported to the grid. The end-user connected to the grid will normally have a Dyn11 transformer for his loads. Thus, he creates a + 30 degrees phase shift. If I have a Yd1 at the generating plant, I would have alreday created a - 30 degrees phase shift; so, the customer by having a Dyn 11 transformer at his location would shift thsi by plus 30 degrees, so that his voltage is in phase with the generated voltage.
