Economic Selection of EHV Conductor

In every books of transmission line, it is written that since transmission line involves 35% (approx) of overall cost of the project therefore econonic consideration of transmission line conductor is the best option. But the kelvin method of finding this economic conductor is not possible in real case due to it's P1a+P2 cost nature. So i request to you to provide me a suitable and realistic method of calculation of EHV overhead conductor selection procedure with real life exaples.

Have you tried using natural air as a conductor, which could be most economical?

The most economic conductor is one for which the combined capitalized cost of installation, annual operation and maintenance and annual energy loss is the minimum among the options considered for the total annual energy transmitted through the transmission line.

In a 400MW and 275KV project what will be the procedure of the conductor selection during tendering period? Plz, provide me the real world data for proper selection of conductor size.
