As 516 Grade 70 is known as Carbon Steel. What do we call A-36? Confused!!
http://en.wikipedia.org/wiki/A36_steel
There are many carbon steels.
From WIKI:
A36 is a standard carbon steel, without advanced alloying. (emphasis mine)

ASTM A-36 steel IS a carbon steel!
Abdul,
Think of the term "carbon steel" as you would the term "bread"
As you know, bread can exist in many shapes, forms and formulations.
All breads contain flour and almost all are baked.
A516 Gr 70 is a pressure vessel quality carbon steel that is sold mostly in plate and bar shapes. A516 chemistry is tightly controlled
Whereas A36 carbon steel is a nearly identical formulation that is produced in many, many structural shapes.
You do not confuse wedding cake with sandwich bread....do you ?
