electrical insulation

what would be the best insulation for a high voltage, low amperage wire. e.g.-5 amp @ 20,000 v output from a old neon light transformer?

I won't claim that silicone insulated wire is the best but it is the most common I've seen.

Actually if we could achieve a perfect vacuum it would not be as good of a high voltage insulator as many solid insulators, including silicone. What a lot of people don't know is that a poor vacuum ionizes much easier than STP humid air.

Here is a sample listing (randomly chosen from several similar).

The most common insulations seem to be EPR (ethylene propylene rubber), PVC (polyvinyl chloride), XLPE (cross-linked polyethylene), and a few others.

Actually that is not low current cabling. Then again, you're not spending my money.

Air. Simple, cheap and reliable. Nylon is also fairly cheap if it is also being used as a support (again in conjunction with air).

What's the application exactly, and is the wire in close proximity to other wires or components?

Is the the already insulated?

Does the insulation also have to support the weight of the wire?
